At least 10 people are dead after a driver plowed a car into a crowd on Bourbon Street in New Orleans and then exited the vehicle and fired a weapon, according to police.

There are many flags that are black, and I doubt we have anything of real substance to go for the ISIS flag.

We know the FBI reversed its stance regarding the incident from "it is not a terrorist act" to "it is a terrorist act".
EOD was seen on site and reportedly detonated explosive devices, or at least one.

Unless these were planted beforehand by the terro, the only IEDs that would matter were the ones in his truck.

After-all it is New Orleans, and lots of stuff in these streets can easily qualify as IEDs.

But if they were indeed planted beforehand, then the entire issue goes to a whole other level.
