An old man is behind with his rents. His landlord sues him for arrears and wins.
While still in court, the tenant begins to insult and threaten his lawyer. Over the next two weeks, he calls the lawyer's office up to fourteen times a day and makes death threats. The lawyer calls the police, stating he's afraid for his life.
The police say: There's nothing we can do right now.
The tenant also threatens the landlord, who lives in the same house with his son and the son's girlfriend.
The son takes it upon himself to arrange the eviction. The tenant threatens: If you evict me, I'll kill you. The landlord reports this to the police.

The day after, the tenant sets fire to the property and kills the son. The son's girlfriend can only save herself by jumping out of a window. The father is rescued at the last second by firefighters. The house is destroyed.
At the son's funeral, a man who has heard about the incident approaches the family to share his story: Decades ago, the perpetrator had rented a flat from him. He'd become violent, so the landlord secured an eviction. Years of psychological terror followed. The police could do nothing, as the tenant was able to produce a medical attest diagnosing him with schizophrenia. The legal situation in this German state is such that someone can only be institutionalised against their will after they've committed a violent offence.

You know what's tragically funny about this? The outgoing left-leaning Scholz administration mused a law that would've made it a criminal offence to "delegitimise the state". I'd suggest the events described above do delegitimise the state.
Western democracies have descended into decadence. We protect potential threats to us more than we do potential victims.
