A man is wanted after a parcel exploded in a street of Lyon, France. 13 bystanders were wounded by nails and other sharps objects from the parcel.

Having lived in Lyon for a few years, not that far from where that package blew up, though a large street (in size) Rue Victor Hugo is not really the best target you would chose, in that city, to cause casualties. Not that many people, lots of cameras, no prominent symbol.
The town hall is just on the other side of the street, but it is void of people most of the time.

Good thing: only wounded so far and the police is looking for the perp:

I’m sure we will know more but that story is very mysterious and intriguing.

He dropped that “bomb” in front of a bakery franchise leaving 13 wounded. Bomb in quote because for the better it didn’t do much damage and only light wounded.

-24 years old, male, Algerian origins, student. Not known to the police.
-18 years old male, family ties with 1rst suspect.

I wouldn't call being radicalized on the internet as being a lone wolf either unlike what they say. Whether it's face to face or over the internet, phone or mail someone is ingraining, pushing and/or enabling them. According to media, police and politicians talking to someone in the same room is complicitness while talking to someone over the internet is not ... Just more proof that they don't understand social and other new media.

A man in the Netherlands was released from custody. He managed to get his identity stolen and used by a suspected terrorist.

Suspect has been identified as Mohamed Hichem M.

ADN and explosives found at his place match the one found on the package.

Neighbors were shocked and surprised, describing him as "a nice boy, always smiling, gentle, etc..."

Despite claims by his neighbors and friends, stating he was a very nice individual who was absolutely not radicalized, Mohamed Hichem M. confessed to the police he had pledged allegiance to ISIS.
Still according to police and DGSI sources, he also admitted to building and planting the bomb.

Germany:

28 years old Syrian "refugee" (in Germany since 2015), known to the police, killed, with a sword, a 36 years old man.

A few days earlier, still in Germany, an Eritrean pushed a 8 years old kid under an incoming, killing the kid, and tried to do the same with the mother and an elderly woman.
Federal Police President Dieter Romann said that the man had entered Switzerland without permission in 2006 and had applied for asylum there, which he was granted two years later.
According to investigators, there are no indications of radicalization and the crime suggests a psychiatric disorder.
