First because it would be happening under the current administration, in which they are not working, thus allowing them to blame the current administration for failing to prevent these attacks.
Second, by claiming they did everything right, and even more than right. Everything was great and perfect when they were in office; proof being: no attack occurred while they were in office.
And lastly, though there might be other elements on the list, they can also claim there is nothing linking their tenure to the outcome together.

Many large scale scandals, more or less similar, have always seen the ones overseeing the entire thing as "not guilty".

If I got this right, this terrorist was shortly afterwards shot by an Israeli citizen with CCW.

In Europe, London, Paris or Germany this has also happened and the common people reacted very bravely to the jihadi Joe, pushing him back, fight back or throw chairs / chase him away.

Easy to say, but the bravery and quick response to this one or other similar situations is exemplary.

In Germany, however, only a few people are allowed to carry handguns. So unfortunately the problem cannot be definitively resolved... I know that when some jihady went crazy here in Hamburg, near where I live, and people from the neighbourhood hit him with folding chairs and the like, the police came and fired warning shots, but not because of the knifeman, but because of the people who confronted him... Before that he killed a 50 year old man and injured 5 others, some of them seriously... It's just crazy here.

Yeah but essentially I meant that even in the situation where unfortunately no one has a gun around and cops aren’t nearby, some people find their way into pushing back the terrorist, which sadly means that the assaillant can still cause damages and wound/kill a few.

Aschaffenburg is my home town.

From what I gather, there was only one perp, a second person briefly detained was a witness. Local police state they can already rule out terrorism. It looks like the perp targeted a woman walking with a child. A passerby tried to intervene, still carrying his own child on his arm, and was stabbed as well. Sadly, the child was killed, as was the Samaritan.
Our local radio channel Primavera hints at a drug-induced frenzy.

For a year or two, Bavaria has been flooded with all kinds of crazy drugs from nearby Czechia.
