Police in Hamburg closed the Blue Mosque in connection with terrorist activities on behalf of Iran. 53 locations across the country connected to the Islamic Center Hamburg were raided and 5 subsidiaries of ICH have been banned as well.

This was made possible by new legislation which means the government can act on it's own without first needing warrants and court rulings.

Possible that it's down to the suspect's age - since they're under 18 I believe the following (Taken from the College of Policing website) will apply -

The media is prohibited from identifying the name, address or school or any matter that is likely to identify a child or young person involved in youth court proceedings, whether as a victim, witness or defendant. Where a young person is tried in an adult court, no automatic reporting restrictions apply.
British police generally don't name suspects at the point of arrest, they'll just release general information (In this case they've said it was a 17 year old male who was born in Cardiff) but that changes when they're charged but again, I think his age may stop his name being released even if charged.

I don't know what "Channel 3 Now News" is but they state that name was confirmed by police which isn't true at the point and they also state he's an asylum seeker which I presume isn't true if he was born in Cardiff. Honestly, I've no idea and based on my previous post I don't expect to see confirmation from the police.

They won't name a suspect if they're a minor, but they may name them if they're convicted and it's in the public interest to know their identity, such as the two 16 year olds who brutally murdered Brianna Ghey.
