They were mostly armed by the Soviet Union and the Russia, but Europe and the US also sold them a comfortable amount of weapons. Let's not blind ourselves, we are all equally "partners in crime" in that mess. The only thing that differs from one case to another is wether the partnership is motivated by ideology or profit, and in our case (EU and US) it was the monies that made the world spin.
And even as recently as the Nagorno Karabakh war.

As for the refugees?
Yeah, I beg to differ again. The migrant crisis broke out way before Putin decided to invade Ukraine or even annex Crimea. Russia might have played a role in the grand-scheme of things, but ultimately Europe f*cked itself from A to Z on its own. Both with the whole GWOT and then their participation in the human experiment that was the Arab Spring and the subsequent, and oh-so-impossible to see coming, "Islamic Winter".
