Switzerland and Austria have signed a declaration of intent to join the European air defence system Sky Shield.

The system was initiated by Germany following Russia's invasion of Ukraine, and is designed to allow European countries to buy defence systems together, and train together.

It's being viewed as a historic moment for neutral Switzerland.

But some Swiss fear the move compromises their country's long standing neutrality.

Joining a Europe wide defence system would have been unthinkable just a few years ago, but Russia's invasion of Ukraine has focused minds.

The continent is unstable, and for many European countries an upgrade of air defences has become inevitable. The Swiss government says working with European neighbours on a common system makes both strategic and financial sense.

Austria is also a neutral country, and the government in Vienna argues that by pooling military resources it is able to maintain that status.

This is not the first dent in Switzerland's traditionally strict neutrality.

As part of Nato's partnership for peace it has had a peacekeeping battalion in Kosovo for two decades. And, to Moscow's anger, it has joined EU sanctions against Russia.

Nineteen countries have now signed up for the Sky Shield initiative, including the UK, the Nordic and Baltic countries, Hungary, Romania and Bulgaria.

But some right-wing Swiss politicians fear Sky Shield is a compromise too far.

The State Department has made a determination approving a possible Foreign Military Sale to the Government of France of AGM-114R2 Hellfire Missiles and related equipment for an estimated cost of $203 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of France has requested to buy up to one thousand five hundred fifteen (1,515) AGM-114R2 Hellfire Missiles. Also included is technical assistance; non-standard books; publications; other Hellfire publications; integration support; and other related elements of logistical and program support. The estimated total cost is $203 million.

The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Sweden has requested to buy up to two hundred fifty (250) AIM-120C-8 Advanced Medium Range Air-to-Air Missiles (AMRAAM); and up to six (6) AMRAAM C-8 Guidance Sections. Leonardo, on behalf of the EuroDASS consortium (Leonardo, ELT Group, Indra and Hensoldt), has announced the next package of survivability upgrades to the Eurofighter Typhoon’s Defensive Aids Sub-System (DASS). This builds upon the substantial progress in technology development already made, drawing on the EuroDASS partners’ ongoing investment in Typhoon’s defensive capabilities.

Designed to meet the requirements of Typhoon operators, the upgrades are being proposed for the Eurofighter four-nation Phase 4 Enhancement (P4E) package and will also be available for export customers.
The latest upgrade will increase the survivability of the aircraft and lays the foundation for the defence system’s integration with Typhoon’s highly capable E-scan radars. This includes all versions of the Typhoon E-scan radar comprising that already in service as well as variants currently under development by the Eurofighter partner nations.

The existing DASS, named Praetorian after the elite Roman bodyguard corps, protects Typhoon from threats including Infra-Red (IR/heat-seeking) and radar-guided missiles. The system’s integrated sensors and jamming equipment deliver situational awareness to the pilot and equip the aircraft with a digital stealth capability, achieved through advanced electronic deception techniques.

This latest phase will see the EuroDASS partners integrate a number of new capabilities, already at advanced stages of development, into the Praetorian system. This includes a digital receiver capability, which will allow Typhoon to better recognise modern and complex targets and their modes of operation, enabling it to deploy the appropriate countermeasures. The upgrade also incorporates a band extension allowing Typhoon to continue to operate in the increasingly complex, congested and contested electromagnetic battlespace of the future.

The upgrade will also include enhancements to signal processing algorithms and processor capabilities, delivering major advances in processing speed, capability and memory. This will allow the Praetorian system to make the most of its integration with Typhoon’s E-scan radar options, including the new ECRS Mk2 currently being developed for the UK Armed Forces. The newest radar options incorporate a powerful electronic attack capability and will complement the on-board jamming provided by the Praetorian system to deliver a formidable overall effect.

Italy is planning to buy German-made Leopard 2 (2A7 or 2A8) battle tanks to boost its ground forces in the wake of the Russian invasion of Ukraine, a defence undersecretary told parliament on Thursday.

Isabella Rauti, a member of Prime Minister Giorgia Meloni's Brothers of Italy party, told the lower house defence committee that buying the tanks was part of a drive to significantly upgrade the country's army.

The move marks the first formal Italian initiative to add to its armoury since the outbreak of the war in Ukraine.

The administration aims to include the programme in the multi-year defence budget for 2023-2025, setting aside initial funds worth 4 billion euros ($4.5 billion) from 2024 to purchase the new tanks and upgrade other military hardware, Rauti said.

A defence source, who asked not to be named, told Reuters the state was planning to buy 125 Leopard 2 tanks, adding that the 4 billion euro investment would carry through to 2037.

Rauti said no specific procurement process for the tanks had been triggered and the government would seek parliamentary approval before implementing the plan.

The Leopard is jointly manufactured by German companies Krauss-Maffei Wegmann and Rheinmetall (RHMG.DE).

The Italian army at present relies on some 200 Ariete tanks, of which only around 50 are fully operational, the defence source said.

Along with buying the new Leopards, the government is planning to modernise the Ariete fleet to improve their efficiency and safety, Rauti said.

The Land Armaments Directorate (TERRARM) of the General Secretariat of Defense and National Armaments Directorate (SEGREDIFESA) will provide, through a negotiated procedure without notice of tender with RAFAEL Advanced Defense System Ldt. (Rafael ADS), to purchase Spike LR2 long-range anti-tank missiles.

The value of the contract being concluded with RAFAEL ADS, design authority and sole producer of the SPIKE weapon system, is 143 million euros and the program will run from 2023 to 2030.

The new missiles will go to the Landing Force component of the Navy and to the units of the Italian Army.

The Spike LR2 missile can be used without distinction from the ground, on board vehicles, by helicopters and on board naval units.

The SPIKE Long Range II is the most advanced version currently in production; the weight of the missile has been reduced to less than 13 kg, it has a length of 1.2 meters and a diameter of 130 mm.

The maximum range has been increased to 5,500 meters in land use and 10,000 meters when launched from helicopters in air-to-surface mode with RF data link.

The missile can be combined with two configurations of warheads: tandem (dual) anti-tank with penetration capability increased by more than 30% compared to its predecessor and multi-tasking which allows proactive aiming control and, therefore, control the damage effect.

The US Department of Defense on Wednesday, July 19, reported that the State Department approved the purchase by Germany of AIM-120C-8 missiles of the AMRAAM type for $2.9 billion.

The German authorities intend to buy up to 969 missiles, as well as related equipment, TASS reports. The key contractor will be the American defense company Raytheon.

The US State Department has approved a possible 203 million sale of AGM-114R2 Hellfire missiles to the French government, the Defense Security Cooperation Agency announced.

According to the DSCA, Paris asked to buy 1,515 AGM-114R2 Hellfire missiles and related equipment. The prime contractor in the the program will be Lockheed Martin Corporation, Orlando, FL, the DSCA said.

The German Army has placed some sizable orders for large-caliber ammunition since July 1, aiming to both replenish its own depleted stocks as well as to maintain an ability to support Ukraine's war effort. These orders include 683,333 artillery shells from Rheinmetall (Source, German), Diehl and NAMMO (Source, German) as well as "several hundreds of thousands" rounds of 120 mm ammunition for main battle tanks from Rheinmetall (Source, German). The financial volume of all orders amounts to some €6 billion, deliveries will stretch till 2029.
 
France:
French shipbuilding company Naval Group rolled out the third Barracuda-class submarine last week.

The nuclear-powered attack submarine will now undergo completion work and initial trials in dock before sea trials in 2024, Naval Group said.

The vessel is part of a fleet of six submarines that will gradually replace the Rubis class currently in service with the French Navy.

The US State Department approved a sale to the newest NATO member Finland for a M270A2 Multiple Launch Rocket System (MLRS) upgrade and related equipment for an estimated cost of $395 million.

Finland has requested services to modernize its M270A1 MLRS fleet into the M270A2 model to enhance interoperability with US. and allied forces, the Defense Security Cooperation Agency said Tuesday.

The updated system will include intercom hardware, machine gun and radio communication mounts, a battle management system vehicle integration kit, publications for MLRS, spares and program and logistics support services.

British stratospheric UAV PHASA-35 tested in the USA. The British company BAE Systems has completed testing in the United States of the PHASA-35 stratospheric UAV. During the tests, PHASA-35 climbed to a height of just over 20 km and spent 24 hours there. The PHASA-35 UAV systems are powered by solar panels, so it can stay in the sky for as long as possible without the need to land to charge the batteries, theoretically even a year. The UAV is able to serve as a kind of “flying base station” for mobile operators, helping to cover hard-to-reach places with a cellular network signal and 5G Internet, and the drone will also help establish communications in disaster areas. The drone can also be used for military purposes by equipping it with reconnaissance equipment. Due to the high flight altitude, not all air defense systems will be able to hit the drone. The PHASA-35 UAV weighs only 150 kg, has a wingspan of 35 meters and can carry a 15 kg payload.

The US approved the sale of David’s Sling, the air defense system jointly developed by Israel and the US, to Finland, according to the Israeli military, clearing likely the last diplomatic hurdle for the $345 million deal.

“The approval granted by the U.S. government today for the sale of the David’s Sling […] marks a significant step towards the realization of a historic agreement between Israel and Finland,” Israel Defense Minister Yoav Gallant said in a statement today, announcing the approval from the US. He called the news a “new milestone in the cooperation between our countries that will improve our response to global and regional threats.”

The Finnish government approved the purchase of the air defense system in April, the day after it officially joined NATO, and the deal’s completion had been eagerly awaited.

Denmark:
Elbit Systems has delivered the first batch of contracted ATMOS howitzers and PULSE rocket artillery systems to Denmark

Denmark ordered the systems in March after pledging to donate all 19 of its French-made Caesar howitzers to Ukraine, including some still on order.

Copenhagen ordered a battalion of ATMOS (Autonomous Truck Mounted Howitzers) for $119 million and two batteries of PULS (Precise and Universal Launching Systems), including rockets and missiles, for $133 million.

The ATMOS production will take place over two years and the PULS production over three years.

Citing a Danish Ministry of Defense spokesperson, Janes wrote that 19 ATMOS guns will be delivered by the last quarter of fiscal 2024 and eight PULSE systems by the first quarter of 2024.

The weapons’ full operational capability is planned for 2025.

Saab starts production of Finnish Navy’s composite masts
On Tuesday, 15 August, a composite cutting ceremony was held at Saab's site in Karlskrona for the first of four masts for the Finnish Navy's new ships.

The masts are manufactured in the same composite material that the Swedish Visby-class corvettes are made of, and in which Saab is a world-leading producer.

In September 2019, Saab signed a contract to provide and integrate the combat system for the Finnish Navy’s four new ships in the Pohjanmaa-class (known as the Squadron 2020 programme). Saab is one of the subcontractors for the new Finnish ships, with planned deliveries during the period 2027-2029.

The Spanish government has approved an investment of $2.11 billion for the acquisition of 394 tracked armoured vehicles (VAC) for the army.

The approval allows the ministry of defence to launch a tender for the contract, which is expected to be awarded to a Spanish consortium in a few months, Info Defensa reported.

The consortium comprises Santa Barbara Sistemas, Indra, Sapa Placencia, and Escribano.
