Something looks a little strange about this video. His hands and the microphones don't quite seem to match. Does anyone have a good explanation?

Yeah I saw that video being "discussed". Theories about a faulty green screen or something, which sounds a bit tin-foil-hatty.

Biden threatening Putin?

Calling him a "soulless killer" who will "soon pay the price"?

Oh my... I can't wait to hear from the Dems condemning such warmongering words! WW3 boys, here we go!

The US administration increasingly sounds like it got pushed into a corner, and is now trying to bark its way out of that predicament.
Putin likely giggling

Let's admit Biden's premise is valid, that "Russia meddled in the 2020 election". Though there are no proof or evidence, only claims (2k16 anybody?). But just for the sake of argument, let's assume this is true.

It's a crime, it's bad and thus calls for punishment. That's how a moral system works (though, unfortunately, a significant amount of individuals are bankrupted on the matter).
So, let's assume that "Putin should pay the price" for "meddling in the 2020 election". Ok.
What price?

If Putin "shall pay the price", shouldn't other foreign leaders also "pay the price" for their participation (active or passive) in the destabilization of other countries?
Shouldn't Clinton pay the price for the Balkans and Somalia?
Should W. Bush pay the price for Iraq and Afghanistan?
Shouldn't Obama pay the price for Iraq, Afghanistan, Libya, Syria?

And what is that price we are talking about? What is the legal/ethical/moral basis and ground for that "price"? What of the aggravating factors?

It is clear as day that the US has a foreign policy strategy that is aimed not at punishing Russia for misbehavior, but is aimed at finding ways or reasons it could punish Russia, and if there is none, invent some. And inventing has been in full swing for many years now.
And the reason, again, is USA's declining relevance and power in foreign relations. It needs to keep amping-up the pressure on its traditional foes to avoid losing everything. And the fact that Biden's comments directed at Russia and Putin are far worse than anything from the cold war era, makes me think the situation in the US is quite dire. Obviously, Biden doesn't say stuff because he wants to say stuff, pretty much all of his speeches are written by his administration for him. So the comments are not just his, but a shared consensus in higher US administration.

But anyway. As a fun thing for the day, Kremlin's "grey cardinal" (Surkov) responded to Biden's comments by calling him a "motherfucke r"

Well, yes and no.

Russia is still seen as the "Old Enemy", the "Old Threat". The Cold War may be over, but there is still resentment and lack of trust. Russia is still considered as a pseudo and barely developed country by many. Untrustworthy at best.
While the US and Europe present themselves as the opposite. After all, they invented Democracy. They get to decide who is good and who is bad, even more so since they won the Cold War.

That mentality is still alive and kicking in the head of many a politician and "intellectual". Some kind of well anchored backward racial stereotype similar to the fear of the Hulan back in the late 19th early 20th century, or the "Yellow Peril".

But I would disagree on the "Biden doesn't say stuff because he wants to say stuff". Though, partially true, I think he is being held on a pretty tight leach, he still is a man of his time with the mentality to match.
One just have to take a look at the way he sees and treats racial minorities, his geopolitical views are similar.

Putin's response to Biden:

Hard to translate as its a children's rhyme, but literally: "Those who call others names, carry the same name themselves."

The expanded response:

"We indeed know each other personally. And I would say to him: Be healthy. (or "bless you") I wish him health and without irony. Now let's look expansively at the issue. The history of every nation has many dramatic events and much bloodshed. But when we evaluate other nations and other people, we almost as though look into our own reflection, blaming others in our own shortcomings. In childhood when we argued with each other on the streets, we used to say - those who call others names, carry the same name themselves."

I like how his hands move through the microphones waving in the foreground like the tall grass on a spring day

(yes quoting myself)

Saw a full recording of the response, I guess the main point he tried to carry across was:
"We have our interests, and you can't do anything about it. We will act the way we see fit, and you can't stop us."
So basically calling out Biden, although with gentler words.
