The command of the German army considers it necessary to carry out a large-scale reform of the strategy of the Bundeswehr, which takes into account the threat of a Russian invasion. This was stated by Eberhard Zorn, the Inspector General of the German Army, in his document "Operations Manual for the Armed Forces" cited by Spiegel. "Germany could potentially be attacked without warning, and this would cause great, if not critical, damage," warns Zorn. In his opinion, the strategy of the last 30 years, which, like in Afghanistan, emphasized foreign operations, no longer corresponds to the current situation. Instead, the Bundeswehr should focus on reliably deterring a potential enemy and "be prepared for a forced war." "War in Europe has become a reality again," Zorn said. Instead of mobile special forces, the general recommends focusing on large formations of troops ready to deploy and conduct operations, and not wait for U.S. support. Neither the EU nor NATO, warns Zorn, can afford to "start planning and building up forces only after the attacks". By 2024, the Bundeswehr plans to have at least one fully equipped and operational division of 10,000 men. In May, German Chancellor Olaf Scholz announced the creation of Europe's largest army within NATO. According to him, this is how Berlin strengthens the security of Germany and its allies. The German authorities allocate 100 billion euros for the modernization of the armed forces.
