How so?
It spreads more and faster, and can have a huge impact on both the local flora and fauna. Impeding fishing activities, and causing navigation hazards.
And that's without going into speculations that the balloon was carrying toxic gases or whatever chemical agents.
Once it got popped, the gas within the balloon got dissipated into the atmosphere, they are not raining down.

a contaminated area on land would be much easier to identify and completely contain... water would of course, dilute any harmful substances past the point of it being harmful if that was the case, but it certainly wouldnt be contained in any sense.
I lived in an area close to where I am now, where the water supply had been poisoning people for decades, a miniscule amount, yet that amount was still enough to cause harm and the Fed has only recently attempted to clean it up. young men and women and whole families living with a tainted water supply.
