There is a video footage showing Depape, with big bagpack coming from behind the house.
Putting his bagpack down, taking a hammer from it, and smashing the bay window.
Hypothesis is:
Depape tried to break in the Pelosi's house, hammered the rear window, managed to get in.
Meanwhile, Paul is casually enjoying an evening drink in his undies. Why, because he is at home and he does whatever he wants when he is at home, just like anybody else.
Paul hears the noise made by Depape. Concerned this is not a "normal noise" he, or a neighbor (can't remember who called) calls the police. Anyway, police is called for a "wellness check".
Paul went to see what the whole hubbub was about and encountered Depape.
Police arrives.

In America, in San Francisco CA, at that time of night knowing there's no Capital Police outside or SFPD, I'd be answering the door with a pistol and certainly with one if I heard someone hammering on the door breaking glass!!
