Justice Department is examining a 'small number' of classified documents found at Biden think tank The documents were discovered in a locked closet by Biden’s attorneys in November as they prepared to vacate office space at the Penn Biden Center for Diplomacy and Global Engagement.

My understanding from what i've read is that the Secretary briefed the President about the situation and then the Whitehouse issued a statement stating that at this stage their was no evidence that this was a cyber attack.
I'd argue that politically, like most infrastructure problems these days, that this problem probably lies with successive congresses who have probably kicked the can down the road in regards to investing and modernising as its "too expensive in this climate" or its "a complex situation and we have other priorities at this stage".
Seems to be a common theme world wide when it comes to infrastructure breakdowns.

The whole "breakdown" of the airline computer infrastructure is due to a combination of "constraints on the systems", human errors and and issues, as well as happening in busy season.
Pete is not to blame for the current situation, though he is to blame for being the Secretary of Transportation. The problem is administrations old and have been allowed to grow and fester.
Similar breaking-point situation will eventually occur in various other sectors: health, education, law enforcement, etc...
