The information about OMON being paid 5000 Belarusian roubles is true. It means they earn about $2000 a month, what is probably more comparing to what a Russian OMON policeman can get and it significantly exceeds the average Russian salary.
So, indeed, this money makes these guys loyal to Luka. They are somebody in Belarus in terms of their wages, while if he was deposed, they would be turned into nobodies, if they were lucky, or ended up in jail.

I remember having spoken to Belarusian guy, who was residing in Poland in 2000. He was born in Minsk, Russian was his native language and he did not have any Polish roots. True in general, but to get $2000 salary you must be a high ranking officer i suppose (iirc Russian average salary is about $800 and Belorussian is $500). Here in Russia police\military wages are great for people from some rural areas and poor regions, for most people in large cities - not so much. There is a plenty better jobs.
EDIT - me think police salaries in Russia and Belarus is more or less equal.

On other hand - there is a lot of threats to the law enforcement operatives in Belarus registered now, usually sms/posts on websites with personal data, photos of childs and other family members and calls to kill them etc.
