I dont read twitter, is there really hateful racist speech on there? no reason to not censure someone that does that. is elon basically letting the inmates run the asylum?

Apparently, quite the opposite.
When Elon bought Twitter, the inmates were running the asylum.
Most, if not all, of the rules enforced by the Twitter staff were, on many occasions, in direct violation with Twitter's TOS. Which basically turned out to be completely up to the person enforcing the bans; if the one getting banned hasn't violated the TOS it will not matter because that person will not be on the platform anymore and some bans cannot be appealed (and if they are they are reviewed by the ones enforcing them).
Previous twitter TOS were, similarly, very loosely defined and enforced. You could basically insult, threaten, wish death upon certain groups of people (white, conservatives, Christians, males, the police, etc...) and no one at Twitter would bat an eye. But emit the slightest criticism against a "protected class" (for instance calling pedophiles pedophiles, or suggesting pedophiles and, subsequently, "MAPs" shouldn't be anywhere near children) and all Hell would break loose on you.
So yes, there is, or was since I am not entirely aware of how things have changed on that platform, hateful, racist, dangerous, harmful speech on Twitter. But it is not Elon's doing. It was there long before he closed the deal. It took until he got there for anything to actually be done against the distribution, propagation, production of child-sexual exploitation content on Twitter. For years Twitter sat on it and did nothing to either stop it or help the victims. But you could bet your ass twitter would come down hard on you if you ever voiced concerns or criticism about COVID and the vaccines; or question the integrity of this or that election; or ask question about the authenticity of a certain laptop belonging to the son of a certain political figure running for president...
