My tuppence:
Kazakhstan is bloody miles away from Europe, and most americans would struggle to get within 2 countries on a map without names.
Appreciate the timing issue, but outside of that, the 'its the west' gang, doesnt seem to be able to produce a 'leader' nor an 'opposition' even locally, never mind based in some pro-western/ex soviet territory.
Please note, the west, doesn't treat every disaster, man-made or natural, as being caused by those crazy ex-commies that used to rule half of europe.
From the stories coming out, it seems pretty violent, and yet pretty quick to escalate. The Kazak gov has asked for help from its partners, thats fine, where it goes after this, who knows.
