French can deploy GTIA to mali but not into greenland?
If it comes to that (it won't) a single company is enough.

Mali had the advantage, for France, to be a country with long established "ties" to France. A remnant of the France-Afrique colonial era, if you will.
Getting the Malian's government's approval was a mere trifle, because a refusal on their part wasn't even an option.
Greenland is a whole other thing all together.
And that's without taking into account that the global context between the two are VERY different.
When France sent troops in Mali for anti-terror operations, our army wasn't in great shape in term of funding, but we still managed.
Nowadays however, we have the Ukrainian situation that depleted our stocks substantially. Budget wise things are not great at all, and from a public opinion perspective the answer would be a resounding no.
Macron is trying to posture to somebody and it is unclear who.
Not to the French, because you absolutely do not care, we have much more pressing issues at home that are in dire need of solving.
His European counterparts? Macron is on his way out, he only has 2 years left in office and can't run for a third term. His political career is over whatever way you look at it. Same thing for the other European leaders, and that's without talking about their popularity.
