The Chinese use lots of European patents from the essential licenses base for their own communication technologies.

The EU has several players here.

Looked at one way, that is possible. I think it even probable.

Looked at another way, this was already happening. And Trump believes that he is going to get EU to show their cards.

Personally I think the US/China relationship is now past the tipping point one way or another and the Chinese have started the countdown on Taiwan. Sometime after the next US election, which we all know will be a divisive manure movie. But before something else major happens that could degrade China's chances of success.

Until then it is going to be money men, playing money games, and money blames.
