Is it "legit" warfare to starve a defender?
It is established by many examples of recent wars to open corridors for civilians and then raze the city. Implying that is is tolerated to kill whatever people stay behind and refuse to go. Is it considered legitimate to just starve the defenders instead of kill them another way? Sort of the medieval way of laying siege to a city? Have there been any examples after WW2 (Leningrad siege comes to my mind) for this kind of practice?

Russia did similar in Chechnya in 1999-2000.

Unfortunately the practice of laying siege to a hostile town is not as uncommon today as one might expect.
 
Azov says they have killed another Russian general-major in Mariupol where the Russian army is beseiging and shelling the city.
