Anyone with a good deal of logical senses would conclude that the sole reason why Israel or the United States haven't attacked Iran thus far, is because both countries either lack the capabilities to undertake a complex operation that would be needed to significantly degrade Iran's nuclear infrastructure (in the case of Israel), or have become aware over the years that a conflict with the country is too costly, can easily spin out of control and would be plagued by questionable outcomes (in the case of the US).

The U.S. military has long kept a host of military assets and thousands of troops in Gulf kingdoms on the eastern flank of Saudi Arabia, including at permanent bases in Qatar, Kuwait, the UAE, and elsewhere. But Iran’s ballistic missiles have improved, those bases have become increasingly vulnerable, analysts say.

In a conflict with Iran, the United States would be able to transport troops in and out of the region from the west, posture fighters and other aircraft further from Iran’s missile launchers, and “lily-pad” eastward into the fight, Gen. Frank McKenzie told reporters traveling with him to the region to inspect three of the new locations.

“The Arabian Gulf would be contested waters under any scenario of armed conflict with Iran, so you look at the places where you would move your forces as they enter the theater from being in a contested area,” McKenzie said. “Certainly the Red Sea, the western [part] of the Arabian peninsula presents those opportunities.”

Iraq, Syria, Lebanon and Yemen. That basically covers the Persian Gulf, Red Sea all the way to the eastern Mediterranean.

For me the following issue seems evident:
Ousting Iran = antagonizing Iran.

Iran in many ways is an air corridor for Russian missiles and bombers in case Syria gets a second case of the arab springies.
The plan described in the article sounds more like a fantasy in which Assad is willingly cutting himself and his country from life support, because he's convinced he has everything under control, and nobody will backstab him. Sounds unlikely.
 
This could very well mean two things:

1) Israeli disinformation with support from the Gulf to further bolster Iranian paranoia, or a way to let the Syrians indirectly know that they are willing to provide financial assistance if Damascus distances itself from Iran.

2) Damascus trying to deceit the Gulf/Israel by suggesting that there is increasing disagreement between itself and Tehran in order to draw much-needed financial support, or a way to play both sides to advance its own interests.

Otherwise, why would a usually disciplined and tight-lipped Israel publicize such contact?

Either way, even if Assad has suddenly grown some kind of animosity to Iran's presence, he will find it difficult to uproot a well-entrenched posture of Iranian-allied forces and influence in his country.

I find it much more believable that Assad first wants to see how the upcoming negotiations between Iran and the US are going to evolve.

The regime comes up with these fantastical claims to gloss over two inconvenient facts: Firstly, that they're absolutely incompetent even in securing themselves; Secondly, that for such assassinations to work the foreign perpetrator requires a substantial number of local collaborators.

Talking about satellite-guided machine guns enables the regime to avoid facing up to their ineptitude and the deep seated hatred of many Iranians against them.
