The F-35C Lightning II, which is assigned to Carrier Air Wing 2, was conducting routine flight operations in the South China Sea when the mishap occurred. The plane’s pilot “safely ejected” and is in stable condition, according to a Navy release.
Seven sailors were injured, with three sent to a medical facility in Manila, Philippines. Those three sailors are now in stable condition. Four sailors were treated aboard Carl Vinson and three of them have been released.

I think you are answering your own question. Duterte di not ask for any of those equipment from China, but as the US is helping with the modernization and the Philippines is buying missiles from China's enemies. China is turning on the charm offensive again.

We are not buying from China as the Philippines still dont trust it and I believe China already made public it wont sell higher tech gear to the Philippines as it doesnt trust it either. The glory days of China offering their arsenal to us is long gone, the golden time for that was in 2000. Now we are continuing to de couple our economy from them and the trust isnt there.

The Philippines India Brahmos deal is pretty interesting.

It diversifies Philippines arms suppliers(but not in an overly complex way like Malaysia/Indonesia often go too wide and shallow).

It offers an affordable, and reportedly capable, “sniper like” means of defending its EEZ.

It allows India another opportunity, beyond training Vietnamese Kilo class sub crews, to create relationships to contain/deter China.

Though it wont do much to stop the white Chinese fleet. It is a small step in the right direction for the Philippines. What it's doing right now is taking baby steps in terms of external deterrence with countries it can work with and develop know how in manning and maintaining these weapons.

These weapons allows the Philippines to acquire more effective weapons with out issue from the US and not much from China, if suppose we buy the missiles from Russia or take up the offer of Japan.
