Actual units would have to be stood up with a plan to get them there - if not already deployed there - for Putin to take it seriously. Worth doing, just for that. He'd probably make some concessions just to get them out of there.
The bulk of troops would have to come from the usual suspects. France, Germany, UK, Poland, Baltics, etc. Turkey is too busy trying to revive the Ottoman Empire and Greece and soon to be NATO member Cyprus are too busy keeping an eye on Turkey.
To answer, I'd say yes, Europe/UK could find 100,000 troops. Probably lean on Greece/Turkey/poland for the bodies, with Uk/Germany/france providing helicopters, engineers, fighter and air defence cover, and paying for the bodies.
