Seems more like the Continental System right now seeing as war hasn't broken out and the power looking to enforce a blockade lacks the naval forces to blockade Southampton, never mind the whole of Europe, while also having to keep forces amassed for a general engagement.
The Royal Navy of 1805 could just about do it, the russian fleet at no point in history even came close to blockading any major power in open waters.
The Baltic Fleet can't leave harbor without being sunk even before running the gauntlet due Admiral-General Master Strategist's three day picknick.
The Black Sea Fleet has been forced from it's home port by a country without a navy. They'd have to somehow get past the Straits, through the Aegean, hoping the Turks and Greeks shoot at each other instead of on them from the dozens of garrisoned islands. And then they run straight into two US Carrier Strike Groups and several Destroyer Squadrons worth of ships operating in the Eastern Med.
The Pacific Fleet would need to travel half way across the globe and would founder several times requiring repairs. ETA: somewhere in 2029. That is if an evironmental disaster doesn't stop them first. Not that the russians wouldn't be stupid enough to try this since they already did twice. Tried to start a war with the Royal Navy because they thought that the Japanese navy was operating in the English Channel
