in my opinion he falls into the category of "loose cannon" but has the ability to hang his friends and allies out to dry when it suits him.

I thought pretty much everyone knew that "Dima" is a diminutive short for "Dimitri" in russian, like "Vova" is short for "Vladimir".

Regimes are bombing civilian targets. There is no logic to that to end a war only to make the regime sound tough to its followers.
Where there is no logic they hope to strike a deal.
