OK, those numbers make more sense to me:
Which comes down to: 12% actual friendly fire + 7% percent of various accidents = about 20% in total.

What a great idea anyway to have tech schools full of Chinese citizens. I'm sure they're not there to spy!
Like loads of Chinese all of a sudden applying to Dutch universities years ago, predominantly in nuclear technology, aerospace and weapons research. When sane people pointed out the obvious they were of course hit with the Racism card.
Turned out to be completely accurate with some being caught and others dissappearing from the face of the earth like they had never existed
