Many Russians (and others) confuse "unwilling" with "unable".

Unwilling and unable are the same thing in this context.
Unwilling = unable to acquire strategic victories.
Able = able to uphold some semblance of a tactical fight.
But a tactical victory may as well mean a strategic defeat.
And there are no strategic victories in the scenarios described in the context of this conversation, therefore there is no "ability" to fight either, unless said ability implies defeat.

Well ye, that was my point some pages ago. They're theatrical actors, not political leaders. But this is the case for many countries nowadays. The natural erosion of the state caused by prolonged peace and comfort. Catering to righteous slogans to win social credit points, with little regard for the consequences. European migrant crisis follows similar lines.
