The government has rejected Tory proposals for a new volunteer force to deal with terrorist attacks.
Tory spokesman Patrick Mercer said ministers lacked a coherent plan to raise sufficient manpower in the event of a major incident.
He said a new volunteer force would be cheap and easy to set up.
But Home Office Minister Hazel Blears said it would be too costly and bureaucratic - and could undermine existing voluntary organisations.
