The Japanese Ministry of Defense (MoD) confirmed on 4 February they plans to upgrade 68 Boeing-Mitsubishi F-15J Eagle fighter aircraft through the Japan Super Interceptor (JSI) programme. The MoD also said that the estimated life-cycle costs of the 68 Japan Air Self-Defense Force (JASDF) aircraft over 30 years – including the upgrade – will amount to JPY646.5 billion (USD5.6 billion). The upgrade includes the integration of long-range stand-off missiles, radars that can lock multiple targets simultaneously, an increased munitions payload, and enhanced electronic warfare capability.

The Mitsubishi F-15J/DJ Eagle is a twin-engine, all-weather air superiority fighter based on the McDonnell Douglas F-15 Eagle in use by the Japan Air Self-Defense Force (JASDF). The F-15J was produced under license by Mitsubishi Heavy Industries. The subsequent F-15DJ and F-15J Kai variants were also produced. Japan is the largest customer of the F-15 Eagle outside the United States. In addition to combat, F-15DJ roles include training. F-15J/DJs are identical to F-15C/Ds aside from the ECM, radar warning system, and nuclear equipment. The engine is the Pratt & Whitney F100 turbofan, produced under license by IHI Corporation.

The Philippine government will proceed with a deal to purchase 17 military transport helicopters from Russia that was signed and partially paid for before the Russian invasion of Ukraine, the defense chief said Wednesday.

The 12.7 billion-peso ($249 million) contract to acquire Mi-17 helicopters was signed in November and the Philippines made an initial payment in January, Defense Secretary Delfin Lorenzana said.

“We do not see any likelihood of it being scrapped as of this moment,” he said.

Under the agreement, the first batch of the multipurpose helicopters is to be delivered by Russia’s Sovtechnoexport about 24 months after President Rodrigo Duterte’s six-year term ends in June. Asked if Russia’s invasion of Ukraine will affect the purchase, Lorenzana told reporters, "Only time will tell.”

The helicopters can be used for combat, search and rescue operations and medical evacuations, officials said.

The Philippines voted yes on a U.N. General Assembly resolution that demanded an immediate halt to Moscow’s attack on Ukraine and the withdrawal of all Russian troops. It has condemned the invasion and echoed U.N. Secretary-General Antonio Guterres’s appeal for respect of humanitarian principles to protect civilians and civilian infrastructures in Ukraine.

Duterte has expressed concern over the global impact of the Russian invasion but has not personally condemned it. He has nurtured close ties with Russian President Vladimir Putin, whom he once called his “idol,” and Chinese leader Xi Jinping while frequently criticizing U.S. security policies early in his presidency. The Philippines is a treaty ally of Washington, which has imposed heavy sanctions aimed at pressuring Moscow to pull back from Ukraine.

The deal to acquire the Russian helicopters was among several weapons purchase agreements signed during Duterte’s final months in office. Last month, Lorenzana signed a 32 billion-peso ($627 million) deal to acquire 32 S-70i Black Hawk helicopters from Poland-based aerospace manufacturer PZL Mielec. It was the largest military aircraft acquisition contract signed under Duterte, whose term ends in June.

Due to financial constraints, the Philippines has struggled for years to modernize its military, one of the most underfunded in Asia, to deal with decades-long Muslim and communist insurgencies and to defend its territories in the disputed South China Sea.

Turkey’s FNSS Savunma Sistemleri announced on 15 March that it will soon deliver the first batch of Kaplan MT/Harimau tanks to the Indonesian Army (TNI-AD), marking the platform’s first export.

The Ankara-based company confirmed recent completion of serial production of the tanks as part of an agreement signed at IDEF 2019 in Istanbul. The deal envisages manufacturing an initial 18 Kaplan MTs for the TNI-AD, 10 of which are being produced in Turkey, with the remaining eight to be manufactured by PT Pindad in Indonesia under a technology transfer.

South Korea on Friday approved a project to upgrade its key surface-to-air missile interceptors, the state arms procurement agency said, a day after North Korea test-fired an intercontinental ballistic missile (ICBM).
The Defense Project Promotion Committee endorsed the project worth 720 billion won (US$591 million) to upgrade the Cheolmae II interceptors from next year through 2029, according to the Defense Acquisition Program Administration.
The project seeks to upgrade the missiles to enable them to intercept both aircraft and ballistic missiles at altitudes below 20 kilometers. The existing interceptors to be upgraded can only shoot down aircraft.
The committee also approved a 690 billion won project to develop and manufacture ship-to-air guided missiles from next year through 2036 and a 230 billion scheme to develop long-range air-to-ground weapons for precision strikes by 2028.
In addition, the committee endorsed a 710 billion won project to purchase foreign-made transport planes by 2026. For this project, the European aircraft maker Airbus' A400M, the Brazilian company Embraer's C390 and the U.S. defense firm Lockheed Martin's C130J are expected to compete.

The Philippine Air Force (PAF) has announced the delivery of one of its three Airbus Defense and Space C-295 medium-lift transport aircraft acquired from Spain under a new contract.

Col. Maynard Mariano, PAF spokesperson, said the aircraft safely landed at the base around 5 p.m. at the Clark Air Base, Pampanga on Monday.

"(It is) a part (of the) Modernization Program, which was approved by the current administration. This project will fill in our gap in airlift requirements," Mariano said in a message to the Philippine News Agency Monday night.

The contract for the three aircraft, which was signed in 2019, is worth PHP5.288 billion.

"Three C-295 aircraft were acquired under the Medium Lift Aircraft Acquisition Project pursuant to the Republic Act (Number) 9184 or the Government Procurement Reform Act," Mariano said.

He added the PAF's 220th Airlift Wing of the Air Mobility Command will operate these aircraft which will be utilized to transport troops and equipment to various parts of the country.

These planes will augment the four C-295 aircraft previously acquired by the PAF in 2015 and 2019

The Japanese government has received unofficial offers to join the AUKUS defence partnership established last autumn by Australia, Britain and the United States, the Japanese newspaper Sankei Sinbun reported on Wednesday.
The newspaper said the interest of the named countries is mainly to link Tokyo's capabilities with the latest military developments. In particular, Japan could be involved in cooperation in the fields of hypersonic weapons, electronic and cyber warfare and artificial intelligence. According to the newspaper, all three countries have offered Japan to join AUKUS.

TOKYO STRONGLY SUPPORTS THE IDEA OF JOINING, BELIEVING IT WILL STRENGTHEN THE COLLECTIVE DETERRENT AGAINST CHINA.

However, advocates of a more cautious approach believe that tokyo should stick to developing bilateral defence ties with the United States, the United Kingdom and Australia. Japan already has separate military cooperation agreements with these countries.

Macuno Hirokazu, the Japanese government's secretary-general, denied the newspaper reports at a press conference in Tokyo on Wednesday. It is not true, he said. Nevertheless, the Sankei Sinbun is known to have reliable sources in Japanese military circles.

Australia, Britain and the United States announced the formation of AUKUS last September. Under the then trilateral agreement, Australia plans to use US and British technology to build at least eight nuclear-powered submarines, the first of which will join the country's navy in 2036. There is also talk of equipping the Australian armed forces with US manoeuvrable drones. AUKUS members later announced their intention to cooperate on hypersonic warfare systems.

Russian President Vladimir Putin and Chinese President Xi Jinping expressed their concern about the creation of AUKUS during talks in Beijing on 4 February. China has repeatedly stated that the creation of AUKUS will escalate the arms race and is based on a Cold War mentality.

A new unit has been created under the Philippine Navy for the country's external defence.

The Shore-Based Anti-Ship Missile Battalion or SBASM was activated at the headquarters of the Philippine Marines in Taguig City on April 3. It is the the first in the Marine Corps.

Headed by Lt. Col. Miguel Perez, the unit will use the new anti-ship missile system Manila acquired for nearly P19 billion from BrahMos Aerospace, a joint venture between India and Russia.

“The activation of SBASM will certainly add to drumbeat the heartbeat, and deliver the knockout punch for our archipelagic coastal defense capability,” said Marine commandant Maj. Gen. Nestor Herico.

He said the battalion would work on developing its own capabilities such as training and the construction of facilities to prepare for the arrival of the BrahMos system.

Its deliveries are expected to begin by next year, and Herico estimates the battalion's necessary facilities will be finished within 340 days.

National Defense Secretary Delfin Lorenzana earlier said the acquisition project included “the delivery of three batteries, training for operators and maintainers as well as the necessary Integrated Logistics Support (ILS) package.”

The activation of the SBASM comes after fresh tensions surfaced in the South China Sea, within which is the smaller West Philippine Sea.

South Korea plans to launch its first homegrown spy satellite in 2023 atop a rocket from U.S. commercial space firm SpaceX under a project to place five such satellites into orbit by 2025, Seoul officials said Sunday.

The state-run Korea Aerospace Research Institute and Agency for Defense Development have signed contracts with the firm to use its SpaceX Falcon 9 rocket for the first 800-kilogram satellite launch in the U.S. in 2023 and for the remainder by the target year, according to the officials.

In 2017, Seoul kicked off the acquisition project -- worth 1.2 trillion won (US$970 million) -- in earnest, to bolster reconnaissance capabilities and reduce its reliance on foreign intelligence sources.

The acquisition of military satellites has been a key requirement for South Korea, as it has been pushing to retake wartime operational control from the U.S. to lead the allies' combined forces.

Under the defense project, Seoul plans to run four synthetic aperture radar ones, which use radio waves and an electro-optical infrared version, according to officials.

Once those satellites go into service, they are expected to bolster South Korea's overall defense system, including its capabilities to monitor and track North Korea's military movements.

MANILA – Filipino jet fighter pilots have been honing their combat skills in local and foreign training exercises hosted by military allies of the country.

Philippine Air Force (PAF) spokesperson Col. Maynard Mariano made this remark when asked what is being done to sharpen the combat skills, particularly those related to air combat of the country's jet fighter pilots.

"We have been honing our skills in air-to-air and air-to-ground combat with exercises such as Talon Vision, Bilateral Air Contingent Exercise Philippines (BACE-P), Balikatan, and soon the Cope Thunder Philippines will be back in the country," he added in a message to the Philippine News Agency on Sunday.

These exercises are carried out annually by Filipino and American forces.

Tokyo is offering to help Manila develop its own armored vehicles, ammunition and satellites, among others, through a collaboration between and among Japanese and Philippine companies, the source said.

Mitsubishi Heavy Industries, for instance, has offered to transfer technology and work with a local counterpart to manufacture parts for an entire armored vehicle, he said.
