That's from 2014.
Reportedly, one of the divisions of the 19th Missile Brigade, armed with Tochka-U, at the time of the strike on Kramatorsk, is currently located near Dobropole in the Donetsk Region, 45km south west of Kramatorsk. Incidentally, the same unit that fired a Tochka-U at Donetsk earlier in the conflict.
The area near Dobropole is currently controlled by Ukraine.
