I wouldn't call it mix between SCAR and M4, its build from scratch by WAT(Military Academy of Technology), short-stroke gas piston, rotating bolt (AR-18, SCAR), chambered mainly in 5.56x45 but also few photos of 7.62x51 version submerged online. Its rumored that it was tested in A-stan by special forces, right now most of representative regiments use MSBS 5.56R(parade variant designed to be used by honor guards which has been adapted to fire blanks and withstand drills. With the modularity of the MSBS system the barrel of the MSBS-5.56R can easily be swapped to fire live ammunition.), "basic" version is adopted by WOT (Territorial Defence Force), later on should be adopted by SF, main forces, air cav wants 7.62x51 version.

One thing I have to note since I'm currently testing some Russian optics. I can't believe that there is not a single AK-specific red dot sight made by a Western company. It's impossible co-witness red dots designed for AR-15/M16/M4 family (like EoTech) above with AK front sight. When it comes to Russian and Made in Belarus red dots, well they suck and are actually quite expensive for what they are even in Russia.

The simplest solution is the use of universal sets with the MIL-STD 1913 rail (STANAG 2324), which are used to attach AK, PK and SVD family weapons. Such assembly is cheap and allows the use of interchangeable different sights adapted to MIL-STD assemblies, with very little loss of accuracy. The production of sights with MIL-STD assembly also allows factories that produce them for sale abroad. And that is, in my opinion, the answer to Your question.
