Note that the infantryman in the image belongs to a non-conventional unit (PLA Macau Garrison), meaning that his gear is not standard issue but either individually procured or custom-made / delivered for his unit. (standard issue looks more like

Non-conventional and elite PLA units (Peacekeeping, Garrison, Marines, Recon, Airborne / Air-assault, SOF etc.) enjoy a much higher level of "freedom" in terms of equipment selection, allowing them buy gear from private companies / producers and (when it comes to sizable organisations like Marines or Air assault) order gear designed / specialised for their mission needs and demands.
The gun in the image (QBZ-96-1 carbine) is also in a very interesting situation as of now. Rather than being replaced by the newer QBZ-191 (like it's base variant, the QBZ-95 rifle), it seems the carbine is receiving a general upgrade in the form of
piccantiny rails and cooling (allowing it to correctly mount modern optics and lasers), and is likely to remain in service with recon, PAP and special operations units owing to it's reduced size and weight, a characteristic useful for short term scouting missions and urban combat
