The dudes in the jeans are most probably members of the town QRF, basically bunch of gov. trained and armed volunteers, who are the first responders in the case of a terrorist attack or other security related incident.

I’m not sure what you mean by Civil Guard, but yes, they are civilians, local town residents. This sort of thing exist in towns which are considered high-security risk areas, e.g. territories, border towns etc.
