1.Well if they pass a resolution in parliament (which they did for kosovo) they participate in any conflict they want hasn't got anything to do with nato. its just that they don't want to be forced into conflicts, thats why they are no members of nato and also because they were occupied by the soviets and one of the conditions for leaving austria by the soviets was that austria would not join a western defence alliance.
2. dont know some countries have not seen the need for it for a long time (look at israel)

In the training great value was placed on the mastery of the weapon and on the assessment of the terrain, so that the machine gun troop was able to quickly refer to a suitable position in all terrains

Shooting to Hochfilzen: parts of our battalion from the Landeck site were part of an operational preparation for a several-week exercise abroad. The new ballistic vests were used during this. The parts from Bludesch completed this at our indoor range at the Walgau Barracks.
Other components of the sharp shooting in Hochfilzen were the group shooting with MG74 and Stg77 and the single combat shooting of the participants. During the group combat shooting the MG74 was fired from a moving vehicle. Unfortunately, the tracer ammunition had to be removed because of the risk of fire.
