Philippines orders 16 Sikorsky S-70i Black Hawk utility helicopters

The Philippines’ Department of National Defense (DND) signed a contract worth US$241.4 million with Lockheed Martin’s Polish subsidiary PZL Mielec to deliver 16 units of Sikorsky's S-70i Black Hawk combat utility helicopters for the Philippine Air Force (PAF).

According to Filipino defense page MaxDefense Philippines, the deal between the two parties was signed last March 2019, and the Notice to Proceed (NTP) was provided by DND to PZL Mielec by 16 April 2019.

The purchase of S-70i Black Hawk helicopters was made under the PAF’s Combat Utility Helicopter Acquisition Project, wherein 16 units were required under the Horizon 2 phase of the Revised AFP Modernization Program (RAFPMP).

An earlier deal between the DND and the Canadian Commercial Corporation (CCC) to deliver a similar quantity of Bell 412EPI helicopters was cancelled in early 2018 after Canadian government officials criticized the Philippine president Rodrigo Duterte on extra judicial killings and human rights issues, and threatening to cancel the deal.

The S-70i Black Hawk competed with other helicopter offers from Leonardo with the AW139M, KAI with the KUH-1 Surion, Russian Helicopters with the Mil Mi-171Sh Hip, and Bell Helicopters Textron through their US office with the Bell 412EPI.

During the recently concluded PAF Air Force Symposium, Sikorsky’s representative confirmed to a local media reporter that that delivery may proceed from 3rd quarter of 2020 up to 2021, although Sikorsky may adjust the delivery of the first batch of helicopters to an earlier date.

It is expected that with the entry of the S-70i Black Hawk, it is possible that the PAF may acquire more in the future to replace its ageing fleet of Bell UH-1D/H Huey combat utility helicopters acquired in several batches since the 1970s.

The PAF previously mentioned that they need more than 100 combat utility helicopters to effectively meet the needs of the entire Armed Forces of the Philippines (AFP).

The S-70i Black Hawk is the international version of Sikorsky’s venerable Black Hawk family, and is made in Poland by Sikorsky’s Polish subsidiary PZL Mielec. It differs from US military-spec UH-60 Black Hawks on the equipment carried and the use of some commercial-spec subsystems to reduce the cost and be competitive against other helicopters in the global market.

The PAF's Black Hawks will be standard utility models, and will be armed with window-mounted machine guns.

The Light Tank Acquisition Project of the Philippine Army
It appears that we now have a final list of which ones were shortlisted by the Philippine Army for their Light Tank Acquisition Project, which is also based on the proponents that submitted a serious offer.

For the Tracked Light Tank, the following were said to have been considered:

1. Hanwha Defense Systems (South Korea): K21-105 Medium Tank;
mail

2. Elbit Systems-General Dynamics European Land Systems (Israel-Austria): ASCOD 2 MMBT Medium Tank;

mail

3. PT Pindad-FNSS (Indonesia-Turkey): Kaplan (Harimau) Medium Tank

mail

For the Wheeled 8x8 Tank Destroyer are the following:

1. Elbit Systems-Excalibur Army (Israel-Czech Republic): Pandur 2 8x8 with 105mm gun;

mail

2. IVECO (Italy): Centauro 2 8x8 with 105mm gun;
mail

3. Otokar Otomotiv (Turkey): Arma 8x8 with 105mm gun
mail

Just a bit of an info, the PA requirement now is one company should be able to provide both, so that leaves a lot of the contenders out. I was wishing for the Centauro, damn.

The new Philippine Coast Guard Patrol Ship BRP Gabriela Silang... only one in its class in the PCG though the plan is to order another one. Though there is also a pending order of Two 94 meter ships from Japan to arrive in 2021 and based on the Kunigami Class long range patrol ships of Japan.

Elbit/GDELS might get this contract (high probability), and it was earlier reported that PA wanted to procure 44 units (tracked and wheeled combined) but due to budget constraint it will be now just 30 units (quite disappointing but better than nothing)....

If selected, how I wish PA would opt for 120mm gun on the ASCOD 2 MMBT instead of 105mm gun, you cant go wrong with a bigger gun and not just limited to blowing up concrete buildings but also blowing up possible enemy MBTs (just in case)...also for training purposes if PA is planning to procure real MBT in the future, not mention commonality and interoperability with allies' tank ammos in military exercises and actual combat.

It was cut down as they wanted more from the vehicles than what was originally requested a quote for... so you might just get that 120mm you wish for.

Korea offered two more of the same class and Im guessing the PN said yes. Will serve as a training ship for the incoming frigates, so I guess its a "yay"

That area is actually Subic bay. Update on that area, from the last Photo on the right would be the HHI shipyard that builds large tankers, it failed so the PN is usuing part of it as its base and will build the area from there. Subic would be hard to re use due to the development as it is now an income generating center as a freeport.
