I see. Well then that is a practice I honestly don't understand and approve of. Like in a lot of countries it is very common to have a more than ever required number of additional teams and many countries, including the US and the UK even active reserves. It is better to focus all attention and summs on primary cadres' training, upkeep and recruitment - the premise with those units in particular is surgical precision, not strenght in numbers. Everything else can be covered by special police squads that get anti terror training.

They don't have sufficient numbers even now. The Ukrainian SWAT-type units called KORD seem to be very well equipped. Can't comment on training. However, as you can imagine there is a lot of rivalry going on between SBU units and Ministry of Interior ones. Same with National Guard and Ministry of Defense. You saw "Azov", even elite Airborne and Marines unit can't compare to them when it comes to equipment.

I know its a thing even here in Germany, and its a source of coordination problems when something happens. Georgia solved that problem with establishing a Crisis Management Council so in case of terrorist attack for example there is a clearly defined structure and rivalry has been effectively eliminated ( tough in our case that still doesn't stop gov officials from personaly coordinating such operations because they feel like some tactical genius 
) Division as loose as it sometimes seems to be in regards to responsibility and tasks, is still clearly defined for each agency / ministry. For example, domestic crime should first and foremost be a concern to the MIA, while domestic and international terrorism that of the SBU. If the units of respective agencies are qualified to support eachother in the some areas because of similar training, than that advantige must be utilized properly, otherwise it's gonna be more of a mess.

Backpacks, gloves, multitools, glasses, knee and elbow pads , pretty much all of the accessories are from me. All the combat gear is supplied by the Ukrainian government.

Not by the Ukrainian government. You know how things are in the post-Soviet States
But I have a civilian medal and countless commendations. heck, even my mom has a medal for humanitarian contributions. But yeah, if you want something from the Ukrainian government as a recognition, don't get involved in the first place.
