USN:
Reserve fleet laid up at Naval Station San Diego, circa 1950s
The ships in foreground are mostly minesweepers and escort carriers, seven Commencement Bay-class and four Casablanca-class. Among ships in first row are: USS Chief (MSF-315), USS Competent (MSF-316), USS Defense (MSF-317), USS Zeal (MSF-131) and USS Symbol (MSF-123). The light aircraft carrier in the center background is most probably USS San Jacinto (CVL-30). The photo was probably taken before 1959, when the aircraft carrier USS Philippine Sea (CV-47) arrived. Zeal was sunk as a target 9 January 1967.

Reserve fleet laid up at Naval Station San Diego, in the 1960s
Identifiable are the aircraft carrier USS Philippine Sea (CV-47) and the light aircraft carrier USS San Jacinto (CVL-30), seven Commencement Bay-class escort carriers, three Baltimore-class heavy cruisers and three Cleveland-class light cruisers. The oval things in the lower right are segments of floating drydocks. Bottom left is dry dock USS Alamogordo (ARDM-2) so this image is after 1962.

The Alaska's really were about the least useful ships built for the USN during WW2. Requiring nearly as many men as an Iowa, but with only a fraction of the Iowa's firepower or protection, they were a poor design that fortunately was limited to just two ships.

I believe they were envisioned to counter the IJN heavy cruiser force
