I'm inclined to agree with you if only for the deeply cynical reason that they must have cost a fortune and a lot of time to train, and it makes no sense to abandon them.
Also, as strong as servicemen's loyalty to their service are - if they were service dogs then I'm surprised that there's not been some anonymous corporal somewhere speaking to a journo about how they had to abandon their best friend.
