I noticed that, probably is their 'dirty' set of combats, but looks more like a style statement, most Warrant Officers would not stand for that shoddy parade, nothing wrong with a needle and cotton - was on the list to have in your 24 hour pouch, back in the day.
 
A variety of M4 types there. I spy an LMT, can't tell if its the MRP CQB16 or the later MARS-L.

They look like they are almost disintegrating rather than just tearing, no needle and thread will fix those and still fit the soldiers. I wonder if they are shoddy quality uniforms, one to many amphib jobs or a combination of the two.

They probably kept their old uniforms for the training grind. Didnt see those types of holes in the Marawi siege. So most likely for utility or just training, most here keep their gear till its about to wear off. Now add the operational tempo of always getting deployed then you could see why those are consumables.

Combination of the two. As for the rifles its a mix of old Elisco and Colt CAR -15, HK416s (Navy and MARSOC), Remington R4s (main issue now). As this is training so they most likely used whats on the base.

My guess is they save their gear for actual use, as you can see from vids, not much torn gear there:

The second guy in the stack is definitely carrying one of LMT's MRP based M4 designs. The 2 barrel locking screws can be seen running through the hand guard/ forend as well as the QD attachment point and oval cut out just above them. Is it possibly a small batch purchase, an evaluation of some sort or just a care package from the US Govt?
Cheers for the video. I noticed that the pattern of the worn out uniforms is based on the Vietnam Tiger stripe pattern and nearly all the other patterns seen in the video are the DPM, Pixelated or Multicam style patterns either standard issue or commonly worn by the Philippines Forces. As you mentioned that would explain why it may just be a more consumable rig worn for Amphib training especially in salt water.
 
The LMT could be small purchase for evaluation, small btch left by some Americans or even local copy (local gun makers can copy ny M4 to the finest details.

The Tiger Stripe is the Philippine Navy Seals BDU, the Pixelated would be the Philippine Marines, the Army has a pixelated uniform too, but the Philippine DPM is still very much used by the ARMY. The Choco Chipcammo is the National Police Special Action Force.

Makes me wondered why do they need the R4 when they could get these at a fraction of the cost
 
Because you cant just keep on refurbishing your firearms, specially once that go to operations and firefights more frequently than most any other nations military

I don't know. New upper, new barrel, it's practically a new gun
Thee barrel is new, but the upper remains the same, it was refurbished by the Government Arsenal, so they can do low numbers in terms of refurbishment as they just dont have the capability to produce firearms. I do believe that its the long term plan, which is sad since it used to be able to manufacture M16s under ELISCO
