I think like you Direct G to G,but US.gov approval sale but not discounts,like Krif case,Ecaudor want Krif and use FMS discount from Krif use J-79 US engine,but US.senate not approval sale engine and not discount,because sale engine only destroy US economy,Ecaudor necessary F-5 from US.
