It shows how 3GD has failed at flood control. If the flood gates don't open, the areas upstream will severely flood or the dam collapses. If the flood gates open, it takes the pressure off the dam and areas upstream, but floods severely areas downstream. I think at this point, CCP is just trying to save Wuhan.
