No idea. Just came across the pic.
It was the Cold War, it was quite common for this kind of stuff to go on. All sorts of hijinks were carried out without the knowledge of the media and involved all the navies of the western nations. I've had personal experience in lots of funny S**t we got up to with the Russians ;)

I've found this picture colorised.

On the picture Private Jan Grzybek and his horse "Orlik" from Independent Mountain Infantry Battalion. Picture taken between 1969-1979. Jan Grzybek passed away in 2018.
