Yes, this Hartman MH1. This red dot is really good, but it is not supplied to the Russian Army. The photo is made at an exhibition of weapons. You won't see Hartman MH1 in Russian Army troops.

Do Special Ops in Russian military get discretionary funds from the government to purchase equipment as they see fit or is everything centralized, and if the troops want something extra they have to pay for it out of their own pockets?

They get funds only from the goverment. Army is not a private military company, thou in case soldiers lose some of the equipment, they have to buy it from their pockets (if it's a peace time).

In the case of Special Operations Command (SSO) they have discretionary funds to purchase their own equipment. As an example, before the Crimean crisis, SSO purchased all the existences of Lowa Zephyr boots from Splav, boots that were used during that operation.

Of course they have to stick to some pieces of standard equipment, but Special Forces have some freedom of choice when we talk about clothing and other items. We have been watching Spetsnaz units wearing non standard uniforms (VKPO, Ratnik), body armor, helmets for years....

Those pics were actually of a recon units competition. The diferent teams tend to wear with a distinctive outfit during the competition to identify themselves. Add to that the fact that recon units usually have more professional soldiers and enjoy some freedom when preparing their gear, and you get that mismatched look

During the exercises of the Airborne Forces in Ryazan, the parachute landing of a BTR-MDM combat vehicle with a crew on board was demonstrated for the first time. The PBS-950U "Bachcza" system was used for landing. There were 3 soldiers in the vehicle. BTR-MDM was dropped from 1,800 meters from the Il-76 aircraft. The vehicle weighing 14 t dropped at a speed of 10 m / s. After the successful test, landing BTR-MDM with the crew on board is to become the standard.
