Well that looks to be a perfectly reasonable use of force. I take it the chair of this jihadist was stuffed full of explosives and he was very slowly rolling towards a kindergarten or a shelter for stray kittens?
About the only thing I understand unlike all of the people in the comments there is the handcuffing. Even though you've unloaded on someone doesn't mean you should automatically assume that they can no longer pose a threat.
The last shot being delayed and to the head turns this from manslaughter to murder imo.
