Well considering she was kidnapped in 2013 and the National goverment didn't say a thing.... and even sent the NZSAS into Iraq in 2017 looking for her, i'd say there was more at play than "speaking ill of muslims".
I'd say that the concern was releasing her name a month after 51 innocent muslims had been murdered in Christchurch was potentially going to have her being executed on video like some of the others she was captured with.
But I can also see that the Red Cross were hoping that some publicity when ISIS was in retreat at the time might provide some intel as to where she was.
