That's a flag of the old Kutaisi based 21st Motor Rifle Brigade, which was formed in the early 1990s from remnants of the Soviet 152nd Motorized Rifle Division and later storage base. It took part in the Abkhazia war and was eventually replaced by the 3rd Infantry Brigade somewhere in the early-to mid 2000s.
