Vietnam should order 6 Gepard 3.9 and 4 Kilo submarine from Russia. With conditions, Russia must aid/give/shell cheap warship old generation and advanced them for Vietnam. Russia must transfer technology navy for Vietnam. Accept Vietnam joint invest project research and share technology with Russia. Each year, cost preservation weapons old gen: Su-24, Su-25, T-72, T-64, BMP-2, BM-27, BTR-80, Mi-24, Mig-23, Mig-25, Mig-29... very high. Russia should transfer them for Vietnam preservation. Vietnam will payment cost preservation. If Vietnam have status war/conflict, Vietnam can use them for purpose defence.
