Vietnam can manufacture much weapons, from transfer technology by countries. But, not enough. In the future, Vietnam should repurchase weapons (second-hand) with cheap and receive transfer technology for advanced militaries power.

Vietnam have best relation with Post-Soviet states and alliance countries of Soviet Union. Countries have much technology military and weapons of Soviet Union, and Vietnam need them.

He is posting a wish list of how Vietnam could build up its military strength by purchasing second hand military equipment from western nations,
which I feel is very doubtful, as (1) they dont have the cash, (b) certain countries possibly would not/can not legally sell to Vietnam.

To the original poster, no offense meant but as a thread its doomed to fail because there is no real point to discussing something that will not, cannot happen.

Vietnam need technology and weapon for protect country and freedom in South China Sea.

Example: Ukraine want replace all weapon original from Soviet Union. Ukraine can not use them for anti Russia. Ukraine need money for buy weapon from US and Euro. If Ukraine have much weapon from NATO, can evaluate the effectiveness between weapon NATO and Russia in real war. Vietnam need second-hand weapons have original from Soviet Union of Ukraine, Vietnam have full financial for buy all old weapon of Ukraine (T-64, T-80, T-72, Su-24, Su-25, Su-27, Mig-29....). Vietnam can have much weapon very fast.

Many countries wont sell to Vietnam because they know the Vietnamese could sell it on to the Russian who might very well copy it.
