This is a sketch with very little detail. Looks like a distinctive Soviet style form the 1930s (if there are no shoulder boards).

It reminds me to this one:

Mine is a drawing of Pablo Picasso, made in 1924 for the ballet Mercurio. Picasso used to do this drawings with less streaks as possible, in this case the two left dancers are made with two streaks, and right one, with one only. It was a kind of game for him. It was made with "lápiz de plomo", I am not sure with the correct translation, literally is, plumb/lead pencil.

I am not saying you it´s a Picasso drawing, only that composition and theme is similar. In your case the author used ink.

Also is similar the use of few streaks.
