I think this is what precisely what it was invented for. The first combat trials took place in Afghanistan and then the system was used quite a lot during Chechen wars. Sort of cheap and effective "bunker buster".
 
TOS is intended for support offensive and breakthrough of strong defensive positions (buildings, bunkers, trenches, minefields etc). It is intended to act in formations with the tanks and BMPs (not in the rear positions like usual artillery/mrls), that is why it's based on tank chassis and have a short range (traded for more explosive power).
