If you were wondering someone in Arctic uniforms in desert camouflage, in my opinion this solution makes the most sense. In Russia, there is no lack of areas with a cold and dry climate, and for such uniforms it is easy to put on a camouflage coverall ("maskchalat") in winter camouflage.

Do they work ok? I can see some logistical issues with these bikes, the batteries will be much more expensive than the petrol on a normal bike, not to mention the weight of carrying a sufficient amount to power them.

If they are specialised and only used for recce then I suppose those issues would not be such a huge problem. Clearly the benefit for recce is that they are quiet, the only trade off in my eyes.

They are intended to be for reconnaissance and special units as far as I know. A certain amount of time was also interested in the internal security department. While it makes sense to use in the cities by the militia, in the case of power shortages in the area covered by a greater conflict or off-roads, logistics will be a nightmare.
