Do Americans also exercise in Romania like they do in Ukraine ?

There were no that many exercises held in Ukraine. There is a year a round training missions at certain bases conducted by several NATO and now non-NATO countries as well that it seems like a lot, but once again this is more like training courses on rotational basis for Ukrainian units.

The answer is that most of the money goes to pensions and salary's. Something like 80-90% is used just for that, so that leaves about 10-20% of the military budget to be allocated for training and equipment.
You have to understand that going in to the military, in most 2nd to 3rd World countries is a mean of earning good pay and early retirement.

They are right, the first thing I have always admired is the ability of their technicians and gunsmiths to maintain their equipment, it is really interesting to see them operating even knowing that there are more modern means, but as you say, the budgets are not very bulky for invest and if they should be enough to pay those who already served (and they do not give wait).
